Full Job Description - Budget Analyst Accountant

Salary Range: $65,000 - $85,000 

DEFINITION: Under the direction of the Controller, the primary role of the Budget Analyst / Accountant will be to lead the budget management of the Bureau’s various grant awards and contracted services. Other responsibilities include review and preparation of financial data that conform to GAAP and funding reporting requirements; general ledger account reconciliations; and other related duties as required.

  • Strong ability to meet deadlines

EXAMPLES OF DUTIES:

  • Assists CFO/Controller in preparation of grant proposals and applications and requests for proposals.
  • Assists CFO/Controller in preparation of funding budgets for existing funding (renewals) as well as proposed new funding.
  • Maintains schedule/calendar for grant reporting
  • Prepares and reconciles financial grant reports, ensuring adherence to grant budget and guidelines (monthly, quarterly and annually as required)
  • Monitors spend downs of funding budgets
  • Communicates with other departments to assist with understanding of budget process and requirements, grant processes, and reporting metrics and requirements
  • Prepares monthly schedules and applicable journal entries in order to allocate expenses to appropriate funding sources
  • Assists in the resolution of funding audit findings, account discrepancies and issues of non-compliance
  • Contributes to the development of new or amended accounting policies and procedures
  • Prepares reports, analysis, and forecasts for CFO, Controller as needed for Board of Directors, Union negotiations, grant applications, etc.
  • May assist in payroll review and computation and recording of accruals as needed
  • Performs additional related duties as assigned by CFO, Controller

EMPLOYMENT STANDARDS:

  • Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor’s degree in Accounting, Business Administration or related field, including or supplemented by a minimum of twenty-four (24) semester credit hours in accounting, and two (2) years experience as a Bookkeeper or Accountant, or
  • An equivalent combination of training and experience.
  • CPA preferred
