Full Job Description: Director of Finance

Salary Range: $110,000 - $125,000

The Director of Finance is responsible for all aspects of the financial operations for the Center for Disability Rights (CDR) and its affiliate organizations. Reporting directly to the Chief Executive Officer (CEO), the Director of Finance:  

  • provides accounting, budgetary, operational and programmatic support to all organizational programs and activities; 
  • oversees and supervises the financial/accounting staff and clerical support team; and  
  • is the primary agency contact for all contractual matters, proposals for new or extended programs and new business development. 

Organizational Background 

The Center for Disability Rights – based in Rochester, NY – is a disability led, not-for-profit organization that provides services to people with disabilities and seniors within the framework of an Independent Living Model which promotes independence of people with all types of disabilities, enabling choice in living setting, full access to the community, and control of their life. CDR serves over 10,000 people across New York State and has a budget of $45 million.  

CDR’s largest program is the Consumer Directed Personal Assistance Service Program which accounts for almost 90% of the organization’s revenue. In 2019, the state budget significantly cut the administrative rate in this program. To accommodate this cut, the organization streamlined its administrative operations and maximized the use of technology. 

The organizations have four locations around New York State, primarily in the Genesee/Finger Lakes region, and employ approximately 100 staff; 1,400 attendants work through CDR as a fiscal intermediary providing Consumer-Directed Personal Assistance Services.

The organization provides administrative services to a second nonprofit, the Regional Center for Independent Living and operates an interpreter referral service, Sign Language Connection.  

Duties 

The following describe the essential job functions of the position: 

  • Manage the day to day accounting and financial operations of the agency.  
  • Develop budgets for the agency as a whole, individual programs and new/proposed/expanded services, including the preparation of budget revisions as needed.  
  • Prepare, analyze and present monthly financial reports for the agency, its programs, and activities.  
  • Report on financial results and issues to the CEO and Board of Directors.  
  • Manage the billing, accounts receivable and accounts payables functions/staffs and the integration of billing information from the Electronic Visit Verification System into the payroll and accounting systems.  Billing is now outsourced.
  • Oversee the completion of in-house payroll, utilizing Centerpoint software. 
  • Oversee and review the preparation of all program financial reporting required for funding sources, NYSDOH Cost Reports and Consolidated Financial Report.  
  • Oversee the agency’s banking activities and actively manage cash flow to ensure it meets agency needs.  
  • Manage the negotiation and execution of agency contracts with funding sources, vendors and collaborative service providers.  
  • Manage accounting control systems and internal audits ensuring the accurate and timely production of accounting information and financial reports. 
  • Monitor changes in legal, regulatory and administrative environments and implement changes in procedures and needed to maintain compliance while maximizing operational and financial results.  
  • Serve as the agency’s primary liaison with its independent auditor to ensure the annual audit is completed smoothly and in a timely manner. 
  • Performs other duties as required.

Qualifications 

  • Education/Licensure/Credentials Required: Bachelor's Degree in Accounting, Finance, or similar field; CPA preferred. 
  • Experience Required: 5 years of accounting experience in a non-profit or healthcare environment; 3 years of supervisory and in-house payroll experience preferred.
