1. POSITION SUMMMARY:


The Comptroller and Assistant Treasurer is responsible for directing all of the University's
accounting functions — including establishing and maintaining the University's accounting
principles, practices and procedures in accordance with Generally Accepted Accounting
Principles. Prepares financial reports and presents findings and recommendations to senior
staff. Oversees general accounting, purchasing, budgeting, accounts payable, payroll and the
student accounts function of the Center for Student Success.


2. MAJOR RESPONSIBILITIES:


a. Directs and coordinates the University's financial planning and budget management
functions. Directly responsible for operating expenditures and salary and benefit budgets.


b. Responsible for coordination of year-end audit activities, including preparation and
review of draft financial statements and footnotes and any required year-end close
activities.


c. Monitors and analyzes monthly operating results against budget. Prepares reports as
needed for the Finance Committee of the Board of Trustees reflecting the University's
financial status.


d. Responsible for coordinating debt financing and debt payments to external agencies.


e. Prepares annual reports of actual revenues, expenses, and transfers, including monitoring
of budget versus actual variances.


f. Responsible for all fixed assets, including depreciation calculations.


g. Responsible for establishing and monitoring financial controls and accounting
procedures.


h. Oversees Restricted, Endowment and Life Income accounts. Monitors, maintains records,
and reports on investments for these funds. Maintains records for permanently and
temporarily restricted principal funds. Calculates and distributes income to each of the
funds. Reviews legal documents to determine that the University is in compliance with
the criteria of each of the Fund agreements.


i. Oversees the daily operations of purchasing, accounts payable, payroll, general
accounting and student accounts function of the Center for Student Success.


j. Responsible for preparation and review of the Form 990 and Form 990-T.


k. Works closely with student financial services and student financial aid on the
disbursement and administration of Title IV funding, ensuring compliance with federal
requirements.


l. Works collaboratively with Human Resources on the oversight and monitoring of the
Federal Work Study program.


m. Responsible for preparation and review of the financial data on various compliance
reports, including IPEDS and FISAP.


n. Responsible for working with supervisor and other team members to achieve successful
results on all established individual and departmental goals and key performance
indicators.


o. Takes an active role in the development of the department's strategic and operational
plans as required by department leadership. Works closely with department supervisor to
develop and implement operational goals that support departmental success.


p. May perform other related duties as assigned.


3. SUPERVISORY RESPONSIBILITY/SCOPE OF AUTHORITY: The General
Accounting Manager, Accounting Manager-Payroll/Grants, and Coordinator of
Communications Services, Director of Student Accounts, and Manager of
Purchasing/Accounts Payable report directly to the Comptroller and Assistant Treasurer.


4. EDUCATION AND EXPERIENCE: Bachelor's Degree in Accounting required, advanced
degree preferred. Minimum 5 years of supervisory experience required. Relevant experience
in fund accounting in the higher education field preferred. Must have knowledge of Generally
Accepted Accounting Principles and State and Federal laws.


5. CERTIFICATIONS: CPA is desired but will consider candidates with strong controllership experience.


6. SPECIFIC SKILLS/ABILITIES: Requires accounting, management and communication
skills. Must be proficient with various PC applications and possess knowledge of automated
financial and accounting systems.


7. DRIVING RESPONSIBILITIES: This position does not require routine travel using a
University-owned or University-rented vehicle.


8. ESSENTIAL DUTIES: (in accordance with ADA): The functions of the position usually
involve sitting, but may require some amount of time standing. Some amount of stooping,
kneeling, bending, crouching, lifting, walking, carrying and other movements may be
required. Tasks involving working on a computer keyboard, typewriter, calculator, etc.
involve extensive wrist and hand movement. Position requires the ability to analyze
information as a part of the decision making and problem-solving process. All individuals
are required to be able to perform these movements without significant risk of injury to
themselves or others, or to otherwise demonstrate or explain how they can perform the
essential functions listed above with or without a reasonable accommodation.
